چکیده

Mexico’s ultimate electoral reform, adopted in November 1996, was the law of the land for the July 1997 elections. Regrettably, its terms could not be met. This paper explains why, what was in fact done in the circumstances, and what should be done about it.  1998 Elsevier Science Ltd. All rights reserved.
